COMMERCIAL FILMING & PHOTOGRAPHY
Phillip Island Nature Parks manages activities on Crown Land on Phillip Island to protect environmental, cultural and social values.
The information on this page relates to commercial filming and photography activities. These activities require a permit for the use of public space on Phillip Island’s Crown Land. This ensures the activity is in accordance with the regulations of the Phillip Island Nature Parks.
Filming at the Penguin Parade must be conducted with approval, under permit, with low light camera and professional media equipment. Additional lighting and drone use are not permitted.
Filming or photography is rarely permitted at night along the boardwalks at the Penguin Parade due to wildlife considerations and low light conditions.

FILMING/PHOTOGRAPHY PERMITS
All requests require proof of current public liability insurance and a minimum 10 business days’ notice. Please note that if we need to make complex arrangements for your filming/photographic activity it may take us more than 10 business days to issue a permit.
We typically host filming Monday-Thursday, and avoid peak visitor periods including Friday-Sunday, school holidays and public holidays.

The Filming Approval Act 2014, effective 1 March 2015, provides a framework for the approval of filming permits. It outlines eight film friendly principles and the guidelines for commercial filming on public land across the state.
FILMING APPROVAL ACT 2014
In August 2014 the Victorian Government passed new legislation to standardise the process for obtaining commercial filming permits on public land managed by local councils and state government agencies in Victoria.
